CHRISTIAN PATOURAUX

Christian has 26 years of experience in the satellite industry with previously held senior positions in Engineering and Business Development.

He holds a Master’s in Electromechanical Engineering from the University of Brussels, Belgium, a Master in Fluid Dynamics from the Von Karman Institute, Belgium, and an MBA from INSEAD Business School.

JOSE PAOLO PALILEO

Vice-President for Luzon, Rural Banking Association of the Philippines

Mr. Palileo holds a Bachelor’s degree in Economics from De La Salle University Manila and obtained his masters degree in Entrepreneurship at Asian Institute of Management.

Mr. Palileo worked his way up from being the Microfinance Head in 2002 and later on became the President of Bayanihan Bank, Inc. located in Atimonan, Quezon from 2009 up to present.

He is also a consultant of Kabigkis Mutual Benefit Association from 2017 to present.

EDSEL PAGLINAWAN

Edsel Paglinawan has been contributing years of highly specialized experience in the Telecommunications Industry, as a Senior Network Operations, Sales & Marketing and Product Management executive, in various organizations where effective, efficient, practical and innovative management is needed.

Currently heading a team of portfolio & product development managers creating solutions towards Eastern Communications’ Intelligent Connectivity: Broadband, Data Center, Cybersecurity, Cloud, Big Data, IOT and AI, and continuously creating product value to the market.

JOHN LOKE

Deputy Chief Technology Officer, Kacific Broadband Satellites Group

Deputy CTO at Kacific Broadband Satellites Group. John has more than 25 years of experience in satellite industry and was part of the pioneer TTC team for Singapore ST-1 satellite.

He previously held roles as the VP of Network Engineering and Operation for Malaysia Measat satellite system and was involved in HD and UHD C band regional video contribution, Measat ConnectMe prepaid service operate IPSTAR gateway and its Malaysia payload; and the project lead for Malaysia government Community WIFI (Kampung Tanpa Woyar) project.

MHEL T. PLABASAN

Director - Technology Risk and Innovation Supervision Department (TRISD) Bangko Sentral ng Pilipinas (BSP)

Regarded as one of the stewards of pioneering and responsive regulatory approach on technology and innovation, Mhel’s career in the BSP spanning decades of supervisory experience, has not only witnessed the dramatic advancement of technology in the Philippine financial sector, but more importantly, has played a key role in reshaping the regulatory mindset towards a more progressive approach on technology risk and innovation supervision. He has taken a highly critical and challenging role in the BSP, as head of the department primarily responsible for supervision of technology and cybersecurity risk, including emerging technologies. He continues to spearhead various cybersecurity reforms aimed at enhancing the BSP’s cybersecurity oversight and supervision, as well as promoting a secure and cyber resilient financial ecosystem through close coordination and partnerships with industry associations, regulatory counterparts, and other relevant stakeholders. As newer technologies continue to revolutionize today’s society, Mhel is yet again at the forefront of regulatory advancements in digital banking supervision and in the key areas of open finance, cloud services, and Regtech/Suptech.
